Job Description

The role of the Program Director is to lead and oversee the implementation of multiple software projects across multiple projects concurrently. The Program Director frequently works with the customers, functional and matrix managers, and staff to ensure that all CNSI projects are delivered on schedule and within budget, consistent with defined CNSI guidelines and processes and with client expectations. This role is a member of the Program/Project Management team and reports directly to Program Delivery Leadership. CNSI supports a high-volume healthcare data system that is accessed through multiple web portals. This high-volume system operates out of multiple data centers and must reliably be available to its clients 7x24x365.

 

JOB DUTIES/RESPONSIBILITIES:

 

Program Management:
• Plans and develops the methods and procedures for implementing multiple software products and programs
• Works independent of supervision
• Oversees multiple projects of increasing size, scope, and complexity
• Maintains relationships with multiple clients
• Manages all program activities and exercises control over personnel responsible for specific functions or phases of a program
• Oversees Project Managers, Program Managers and staff to ensure understanding of responsibilities for functions and phases of a program
• Works in collaboration with CNSI’s senior management
• Provides program management on prime, fixed projects
• Provides program management for team sizes that are typically more than 200 employees concurrently
• Provides program management on projects with annual total contract value more than $150M and complexity (hours) more than 700,000 hours
• Oversees multiple software products concurrently and has end-to-end responsibility
• Manages risk to overall program by ensuring that all levels of the Project/Program Management team are maintaining close observation on project requirements, deliverables, and timelines
• Ensures that project close activities are executed accurately and on time across multiple projects
• Leads transformation and change management initiatives pertaining to the Program/Project Management team and CNSI’s overall business strategy objectives, working closely with senior management
• Oversees and develops a feasible plan for multiple software products that are occurring concurrently to ensure that the plan achieves the goals and objectives of the projects and aligns with the organization’s overall business strategy
• Determines project scope and recommends and assigns resources as available for multiple projects concurrently
• Determines estimated time and financial commitment of project and monitors progress for multiple projects concurrently
• Achieves and exceeds profitable growth, financial, and performance targets to improve client satisfaction, CNSI  market position and long-term growth opportunities

 

Account Strategy & Operation:
• Successfully creates, communicates and executes an ongoing account operational business plan that connects CNSI  and client strategies
• Drives productivity, quality and other CNSI  corporate initiatives into the account operational business plans to maximize the overall health of the account and value to the client
• Outlines the overall account workforce and labor strategy to meet client and business objectives
• Oversees and administers the contract; works with the client to amend and approve as necessary
• Drives transformational changes needed to achieve the account objectives

Growth Strategy:
• Identifies and prioritizes growth opportunities based on client needs and CNSI  strengths, and incorporates into account operational business plan
• Expands the range of CNSI ’ services to the client, increasing the depth and breadth of service offerings and penetration of the client’s total spend
• Uses thought leadership and expertise of industry, CNSI  portfolio, and competitive factors to design, sell and deliver timely, innovative, highly leverageable, competitive value solutions CNSI  can optimally deliver
• Identifies and communicates client demand signals for CNSI offerings and capabilities to the CNSI  organization

 

 

Financial:
• Manages account P&L to meet or exceed corporate targets, with emphasis on the profit, revenue and growth
• Ensures all new business improves the overall financial health of the account
• Conducts forecasting and variance reporting consistent with corporate guidelines; works with leveraged  delivery to develop forecasts that include aggressive growth objectives as included in the account operational business plan
• Responsible for contract-related capital plan needs
• Responsible for timely and accurate invoicing to the client, including dispute resolution and collection


Service Delivery:
• Accountable for end-to-end service delivery and ensuring all contractual commitments are met
• Accountable for account Service Excellence targets are achieved
• Accountable for account service level agreements (SLAs) are achieved
• Develops and communicates workforce / talent demand to run existing business and meet projected account growth
• Manages client communications and expectations around issues and provides final resolution for issues not resolved by leveraged delivery
• Articulates and leverages CNSI delivery model in support of utilizing best in class, most effective CNSI  delivery solutions and locations

General:
• Leads, coordinates and manages the long-term, consultative, client relationship to become the client’s trusted advisor
• Oversees, implements, maintains, and reports Earned Value (EV) metrics into project plans for multiple software products
• Oversees, implements, maintains and reports CNSI program delivery metrics into project plans for multiple software products
• Approves and monitors Program/Project Management team budget across multiple projects
• Regularly interfaces with senior management and provides industry insights and best practices
• Determines, evaluates, and modifies plans to meet current and future needs
• Handles work situations that deal regularly with future business issues
• Synthesizes many perspectives or conflicting ideas
• Addresses business issues beyond immediate needs
• Directs resources (people, process, budgets, technology)
• Provides oversight of vendors in accordance with the vendor management program requirements
• Maintains awareness of the organization's cultures, influencers, pain points, and opportunities
• Translates strategies into current and future action plans


Customer:
• Creates and maintains customer relationships and ensures a strong customer service focus across all projects
• Partners with customers and analyzes issues and problems from the customer perspective
• Oversees and provides customer-facing presentations on quality
• Manages complex internal and external customer relationships for long-term value
• Possesses unwavering commitment to customer service and operational excellence
• Keeps abreast of new technology and market developments
• Adheres to CNSI CMMI standards and processes

  • Possesses exceptional customer relationship skills, including the ability to discover the true requirements underlying feature requests, and recommends alternative technical and business approaches
    • Leads, coordinates and manages the long-term, consultative, client relationship to become the client’s trusted advisor
    • Builds and executes the overall client relationship plan
    • Responsible for communications with the client and within CNSI (support)  regarding expectations and performance
    • Responsible for overall service excellence and developing and executing relationship related “go-to-green” plans
    • Uses industry expertise to understand the client’s agenda and identify ways to enhance the client’s business performance with CNSI  services
    • Understands the client’s definition of thought leadership and innovation and incorporates into the operational business plan
    • Represents the full spectrum of CNSI  capabilities to the client and serves as the client advocate inside CNSI
    • Manages across CNSI  and our partners to maximize value to the client

People/Talent Development:
• Requests and gives both negative and positive feedback
• Recruits and evaluates highly skilled, motivated leaders and individual contributors and recommends potential new hire resources to meet client commitments in alignment with Program Delivery
• Evaluates potential new hire resources to ensure alignment with CNSI standards
• Manages appropriate use of all available resources within functional team and ensures proper use of unassigned time
• Encourages and facilitates the development of a significant knowledge base in others
• Leads all employees who, either directly or indirectly, provide services to the client
• Motivates employees to achieve the account vision, goals and culture needed to meet client and CNSI  expectations
• Works with leveraged organizations on personnel changes ensuring any staffing changes maximize the overall health of the account and the client relationship
• Provides leveraged organizations and individuals performance feedback on achievement of account/client objectives and significantly contributes to decisions on performance evaluations and rewards
• Develops and coaches the team and individuals to improve results
• Sets an example of desired behaviors and implements consequences for inappropriate behavior
• Communicates frequently with employees in various forums ensuring two-way dialogue

MANDATORY SKILLS:

Education:

  • Bachelor’s Degree or Master’s Degree with 20 - 25 years relevant experience in project planning, delivery and management
    Preferred Majors: Business, Science, Mathematics, Analytics
  • 10+ years in managerial role
  • Experience as a people manager
  • Experience in the government or commercial healthcare industry

Technology Skills:

  • Project Management Professional (PMP) certification
    • Understanding of SharePoint applications, Webex, Skype, etc.
    • Knowledge of Microsoft Word, Excel, and Visio, with a working knowledge of the rest of the Microsoft Office suite of applications
    • Excellent knowledge of Microsoft Project
    • Knowledge of Microsoft Project Earned Value (EV) Metrics


Professional Experience & Skills:,

  • Domain knowledge of Medicare, Medicaid, or healthcare verticals
    • Proven experience managing vendors and dispersed project teams across a program
    • Strong understanding of role-relevant issues and trends
    • Ability to exercise independent judgment in solving complex and unusual technical, administrative, and managerial problems
