The Senior Acquisition Specialist will provide advice and analysis for DoD acquisition programs to ensure effective implementation.

GVI, Inc. is searching for a Senior Acquisition Specialist to support a requirement with NAVSEA Warfare Center.
The Senior Acquisition Specialist:
Provides subject matter expertise for DoD acquisition programs.
Provides advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, training, and implementation advice on complex acquisition problems which require knowledge of the FAR/DFARS and subject matter for effective implementation.
Provides advice on esoteric problems which require extensive knowledge of the subject matter.
Provides management of specific task orders, coordinates the implementation of technical/financial solutions and schedules in specific delivery orders to meet milestones.
Assists client technical codes in writing technical specifications, statements of work, statements of objectives, acquisition plans, and justifications and approvals.
Prepares and presents training materials to assist in the dissemination of policy and strategic sourcing initiatives.
Provides training for client technical code personnel in how to write requirements that use correct terminology (use of verb forms "shall" and "will") and are appropriately formatted, clear, concise, single thought, unambiguous, and verifiable to achieve program/project goals.
Assists technical codes in generating quality operational, functional, and technical requirements by supporting project/product managers conduct of in-process reviews of requirement documents to ensure development of clear, concise, and unambiguous requirements and in performing final review of all contracting requirements documents to ensure requirement quality standards are adhered to and consistently applied on each contract document.
Assist in developing Risk Management Assessments focused on development of requirements for product or support services contracts.
Active Secret Clearance.
Education/Certification/Professional Development related to project management, procurement, programmatic planning, acquisition and knowledge management, or strategic planning and policy advisory.
Ten (10) years of full-time professional experience providing high level subject matter expertise focused on procurement, programmatic planning, acquisition and knowledge management, and technical expertise for DoD acquisition programs related to research, development, test and evaluation, analysis, systems engineering, integration, and certification of complex naval systems associated with surface warfare and strategic combat and weapons systems.
Experience providing advanced technical knowledge and analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, training, and implementation advice on complex acquisition problems which require knowledge of the FAR/DFARS and subject matter for effective implementation.
Experience in applying principles, methods, and knowledge of specific functional areas of expertise to specific task order requirements.
Experience in providing advice on esoteric problems which require extensive knowledge of the subject matter. Past experience should include management with DoD acquisition programs, the overall management of the specific task orders, coordinating the implementation of technical/financial solutions and schedules in specific delivery orders to meet milestones.
Organizational, coordination, planning, and leadership skills is essential in managing the acquisition planning and production of all activities associated with assigned delivery order projects.
Familiarity with Federal Acquisition Regulation (FAR) and DoD procurement policies, regulations and procedures.
Experience with DFAS ERP (Enterprise Resource Planning) financial system.
Experience with Defense Acquisition University (DAU) sponsored acquisition management tools, such as the Acquisition Requirements Roadmap Tool (ARRT), the Service Acquisition Mall and the principles of Better Buying Power.
