Job Description


The project provides subject matter expertise to Navy Medicine’s executive leadership on strategy design and planning, balanced scorecard creation and maintenance, strategy implementation and execution, and futures concepts and innovations.


This position provides strategy and futures analysis and program support for the Navy Bureau of Medicine and Surgery (BUMED) Office of Strategy Management (OSM).

Perform research, environmental scanning, and trends analysis on geopolitical, military, legislative, healthcare, or environmental forces of change and strategy and futures topics of importance to Navy Medicine
Provide subject matter expertise and facilitation to Navy Medicine executive leadership, OSM, and teams developing and implementing the Navy Medicine Strategy or studying futures topics
Support OSM and strategy team project management functions; define project scope and objectives; develop work plans, schedules, resource plans, and status reports
Write, review, submit, and refine reports; ensure adherence to quality standards for deliverables
Integrate analysis activities with Program Knowledge Management efforts
Provide task leadership including technical and analytical supervision of a workgroup or team

Eligible for a Secret Security Clearance
Bachelor’s degree from an accredited college or university (an additional four years’ experience may be substituted for the degree requirement)
Minimum of seven (7) years’ experience performing analysis and program support
Experience leading tasks including managing resources, schedule, and quality
Experience supporting military or federal security programs
Experience supporting strategic planning, balanced scorecard, performance metrics, organizational change management, or process improvement
Experience presenting to and working with senior personnel within the U.S. Government
Strong written and oral communication skills
Proficiency in Microsoft Office suite of software

Master’s degree
Secret Clearance
Experience in military healthcare or federal health management/response
Strategic Planning or Futures training or certification
Project Management Professional training, experience, or certification
Schedule management training, experience, or certification
Organizational change management or facilitation training, experience, or certification
Experience conducting and reporting formal research
