Job Description

Employment Status: Full-time, probationary, exempt position.

Work Schedule: Monday through Friday, 8:00 am - 5:00 pm; occasional evenings and weekends may be required.

Under the general supervision of the Vice President for Affairs, the incumbent will analysis and perform functions related to budget and financial management for the division, including general fund, SSI, IRA and all auxiliaries (Housing, Health Center, Student Union, ASI, Children's Center, UEC). 


  • Perform technical budget analysis functions required to allocate and manage the division's budgets as well as   prepare monthly, quarterly, annual and ad hoc financial reports for the division using PeopleSoft financial software and other productivity tools. 
  • Analyzing reports for propriety of revenues and expenses, trends and fund balance projections and presents findings to the Vice President and Leadership Team members.
  • Coordinates the overall annual division budget submissions including preparation of necessary budget briefs; will be responsible for developing and preparing comprehensive budget forecasting and continuous budgetary control reports for both confidential and broad audiences. 
  • Tracking current year budget expenditures throughout the Division and preparing summary reports for Divisional Leadership. 
  • Prepare and submit annual and interim base and one-time budget requests and conduct analysis to support budget line items. 
  • Responsible for thoroughly assessing, formulating and evaluating the impact of recommended or implemented fiscal practices within the division as a key contributor in the divisions' planning and development activities as well as troubleshooting complex division budget issues and conferring with administrators as needed.

Human Resources

  • Serves as the Division's primary liaison with the Human Resources Office. 
  • Reviews, edits and approves all NEOGOV requisitions for the Division making sure each requisition has the correct flow of approvals as well as working closely with Human Resources on matters such as reclassification and in-range progression requests.
  • Support other budget staff within the division in developing and managing their unit budgets. 
  • Provide budget management and PeopleSoft training to Student Affairs Budget Team members as well as hold meetings with the Student Affairs budget staff and work closely with and provide guidance to all budget staff in the division, often in a leadership role.
  •  This position serves as the primary liaison with the University Budget Office and participates in campus-level budget management meetings conducted by the University Budget Office.


  • Serves as the co-chair of the Instructionally Related Activities (IRA) board along with the ASI Vice President of Finance; monitors budget loads and expenditures of all awards; assists the committee with revenue projections and attends meetings several times throughout the academic year.
  • Provides other duties as assigned. 
  • Possess an equivalent to a bachelor's degree with a major in accounting, business administration, finance or a closely related field or a combination of education and experience which provides the required knowledge and abilities. 
  • Three years of progressively responsible analytical experience including two years performing work involving the preparation, justification and analysis or the control and administration of a budget or budgetary program. 
  • Thorough knowledge of financial, budgetary and accounting principles and practices. Must possess general knowledge of the purpose, functions and fiscal organization of the CSU campus(es); principles of position control and budgetary alignment. 
  • Working knowledge of the principles and practices of public finance, administrative personnel, fiscal management and cash-flow management.
  • Research techniques and statistical principles and procedures; advanced proficiency with current word processing and spreadsheets software programs, web browsers, query tools, integrated financial systems and/or other types of records management systems.
  • Knowledge of or ability to learn quickly the financial structure and the financial procedures of the CSU. 
  • Ability to analyze and review the budgets and financial practices of the campus(es), communicate clearly and present complex budget information in a clear, concise and professional manner, analyze situations accurately and develop an effective course of action. 
  • PeopleSoft experience preferred.
