Experience and/or Certifications Required

  • Preferred: DAU Level III certification in Life Cycle Logistics is desired. DAU courses will be at Government cost; however, travel costs (ex: Per Diem, lodging, mileage) will not be at Government cost.

Performance Based Tasks Required

  • The contractor shall use and provide the full life-cycle acquisition program logistics support and planning process that includes the following factors:
    • Program data and documentation requirements
    • Acquisition and development processes
    • Acquisition streamlining
    • Systems integration
    • Fiscal matters
    • Concurrent engineering, operating, and cost performance
    • Design
    • Test and evaluation
    • Production readiness
    • Operational deployment
    • Reliability and maintainability
    • Total quality management
  • The contractor shall use the DoDI 5000 process for acquisition systems, particularly in the process areas pertaining to acquisition logistics.
  • The contractor shall use logistics support analysis, Integrated Logistics Support (ILS), and Materiel Fielding Plans (MFPs).
  • The contractor shall provide integrated product support management, leading and conducting logistics management tasks as necessary.
  • The contractor shall provide full life-cycle acquisition program logistics support.
  • The contractor shall ensure that the program abides by good logistics practices and complies with logistics regulations and policies as it proceeds through the acquisition life cycle.
  • The contractor shall lead logistical analyses to identify, define, and document acquisition program integrated product support requirements.
  • The contractor shall develop, analyze, and validate sustainment elements and supportability requirements for acquisition efforts.
  • The contractor shall develop, implement, update, and maintain logistics concepts, plans, and strategies.
  • The contractor shall develop and maintain all logistics documentation in support of the program.
  • The contractor shall provide logistics input, review, and provide comments to acquisition and product support management documents.
  • The contractor shall identify and manage logistics engineering risks and issues, performing mitigation as necessary.
  • The contractor shall report failures (i.e., incomplete, missing, or unacceptable logistics deliverables and schedule delays) to leadership.
  • The contractor shall examine, monitor, review, and evaluate recurring logistics element issues for corrective action and team member responsibilities.
  • The contractor shall provide recommendations about logistical issues to leadership.
  • The contractor shall represent and coordinate issues with appropriate stakeholders.
  • The contractor shall interface and coordinate supportability efforts with stakeholders, the test community, and outside Government oversight agencies to facilitate and resolve complex logistics issues.
  • The contractor shall participate in an established logistics IPT consisting of a diverse background of subject matter conversant.
  • The contractor shall participate and provide input to program functional milestone decisions, In-Process Reviews (IPRs), design reviews, and required program updates for the material development contract.
  • The contractor shall respond to logistics inquiries and tasks.
  • The contractor shall work, in conjunction with functional leads, to construct and periodically update a logistics Integrated Master Schedule (IMS) for assigned programs.
  • The contractor shall develop a logistics IPT, via charter, comprised of a Service stakeholder, specific logistics expertise from required logistics elements, Government and contractor representatives, and functional program team members (i.e., systems engineering and test and evaluation), and update membership when necessary.
  • The contractor shall develop logistics sub-IPTs for specific logistics elements.
  • The contractor shall chair the logistics IPT and provide meeting notifications, agendas, and meeting minutes for each IPT and sub-IPT. Sub-IPT responsibilities may be delegated to a sub-IPT chair, but ultimate responsibility will lie with the contractor for successful completion.
  • The contractor shall perform Joint Integrated Logistics Assessments (JILAs) in accordance with the roles and responsibilities outlined in JPEO-CBRND policy #34.
  • The contractor shall provide logistics requirements for the assigned program’s Requirements Traceability Matrix (RTM) and Risk Management Plan (RMP), and update the documents periodically.
  • The contractor shall perform analyses (e.g., Level Of Repair Analysis (LORA), maintenance analysis, etc.).
  • The contractor shall review and provide comments to deliverables from the material development contract (e.g., system developer progress status and management reports, Failure Reporting, Analysis and Corrective Action System (FRACAS), Hazardous Material Management Program (HMMP) report, test reports, logistics information summaries, provisioning technical data, Manpower and Personnel Integration (MANPRINT), Technical Manual validation reports, TM training support packages, corrosion prevention and control plans, Engineering Change Proposals (ECPs), Materiel Fielding Plans (MFPs), Human Systems Integration (HIS) documentation, etc.).
  • The contractor shall translate program logistics requirements into language for a Performance Specification (PSpec), Statement of Work (SOW), and associated Contract Data Requirements Lists (CDRLs) for materiel solution solicitation.
  • The contractor shall research and prepare responses to taskers and portfolio inquiries from the Joint Acquisition CBRN Knowledge System (JACKS) - CBRN-Information Resource Center (CBRN-IRC)
