Job Description


The purpose of this task order is to provide support services to the Assured Command and Control Division (N2N6F1) in the area of Communications Systems.  These systems consist of Navy, Air Force, National Security, and allied, along with associated afloat and ashore integration systems.  Contractors shall provide a broad range of programmatic support for current and future systems, including capital planning, database management, technical analysis, and assessments.  This will require supporting the preparation of cogent power point presentations, briefs, information papers, impact and risk mitigation papers, and attendance at meetings that assist N2N6 government personnel in identifying, assessing, prioritizing, validating and adjudicating Navy & Joint Service Warfare capabilities and requirements.


    Provide support to the N2/N6 Requirements Officer and act as the Resource Sponsor Primary Point of Contact for programs and initiatives such as: Mobile User Objective System (MUOS); UHF Follow-on (UFO); FLEETSATCOM; LEASATCOM; Joint (UHF) MILSATCOM Network Integrated (JMINI) Control System; Demand Assignment Multiple Access (DAMA) 5/25; other UHF systems; and future systems.
    Provide support to N2/N6 for Navy, Joint and International forums to include: Acquisition Review Boards; Operations Testing Readiness Reviews; Integrated Product Team meetings; Meetings/conferences on emerging technology and related issues; Joint Requirements Oversight Council (JROC) and related JCIDS Boards.
    Assist N2/N6 with the integration of Navy and Joint guidance and direction to support development of recommended Navy capability requirements and programming strategies.
    Assist in drafting, reviewing and staffing recommended Navy plans, instructions, and requirements documents related to UHF SATCOM system and other Satellite Communications capabilities development.
    Assist in monitoring UHF Satellite Communications programs and their execution by Navy organizations receiving N2N6 funding.  Understanding of current funding in iRAPS for assigned programs.
    Provide subject matter support to requirements officers on Navy Space and Communications Branch programs, to include SATCOM issues and participate in a broad range of systems studies to support programming and planning.
    Provide support Joint Requirements Oversight Council (JROC), Joint Capabilities Integration Development System (JCIDS), Bi-annual GBS Operational Working Group (GOWG), Teleport Operations Working Group (TOWG) and Teleport Capabilities Working Group (TCWG).


    Responsible for ensuring that technical and/or financial solutions and schedules are implemented in a timely manner by executing project plans and monitoring performance.
    Provides updates on project progress to management.  
    Resolves project staffing and planning issues.
    Work with agency/department resources on implementation issues.
    Manage staff assigned to project.
    Conducts preliminary quality assurance over project deliverables and activities.
    Deliver presentations and leads client meetings.


Job Requirements:

CLEARANCE REQUIREMENT: TS/SCI eligible is required


    7 years of progressive experience (at least three years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.
    Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts are highly desired.
