JOB SUMMARY: The purpose of this task order is to provide support services to the Communications and Networks Division (N2N6F11) in the area of Satellite Communications Systems. These systems include Navy, Air Force, National Security, and allied Systems, along with associated afloat and ashore integration components. Contractors shall provide a broad range of programmatic support for current and future systems, including capital planning, database management, technical analysis, and assessments. This will require supporting the preparation of cogent power point presentations, briefs, information papers, impact and risk mitigation papers, and attendance at meetings that assist N6 government personnel in identifying, assessing, prioritizing, validating and adjudicating Navy & Joint Service Warfare capabilities and requirements.
Provide support to the N2/N6 Requirements Officer and act as the primary point of contact for all issues and tasks regarding the Future Satellite Communications Data Base (FSDB). This will include liaison with other OPNAV codes, NNWC, other Services, Joint Staff, Combatant Commanders, and OSD. Assist in ensuring that future Navy satellite communications are fully recognized, addressed, entered and included in the FSDB on the schedule provided by the Joint Staff and OSD. Review and provide updates for FSDB entries, and coordinate with NNWC Current SATCOM Data Base (CSDB) POC when future requirements pass from the FSDB into the CSDB. Monitor and support coordination of the Navy semi-annual update to the National Space Security SATCOM Synchronization Report data base to ensure it is completed in a timely manner. Assist the Navy subject matter experts in making and completing entries into the database. Attend Joint Staff, OSD and DISA working meetings. Review the Requirements Officer notebook to ensure accuracy and currency while updating as necessary. Provide input for the weekly summary of activities
CLEARANCE REQUIREMENT: TS/SCI eligible is required
7 years of progressive experience (at least three years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems. Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts are highly desired.
