Job Description

The Assistant Special Security Officer assists in managing and implementing security programs, procedures, and controls for Sensitive Compartmented Information Facility (SCIF) operations, and serves as assistant and primary backup to the Special Programs Officer (SSO) in their absence.

1 Assist SSO in analyzing, interpreting and implementing security related policies, procedures, methods, requirements, practices, deliverables and/or directives; assists in writing and reviewing security plans, and identifying and conducting assessments, audits, and inspections.

2 Serve as a general resource to employees, on SCI related matters in accordance with CNA, Navy, DoD and IC directives, instructions and requirements.

3 Assist in the processing of SCI eligibility requests.

4 Develop solutions to complex security-related problems and issues.

5 Administer SCI security and provide oversight of daily SCIF operations, including maintaining applicable SCI directives, regulations, manuals, and guidelines; maintain appropriate accreditation documentation for the SCIF, SAPF, communications systems, and information systems (IS); maintaining all security documentation and files in accordance with government requirements.

6 Assist cleared CNA personnel in the interpretation, application and compliance with Security Classification Guides

7 Properly account for, control, transmit, transport, package, and safeguard SCI material.

8 Serve as the official channel for certifying and receiving SCI visitor clearances and accesses.

9 Maintain the Joint Personnel Adjudication System (JPAS) to accurately reflect all personnel under their cognizance.

10 Develop and maintain COSMEC program.

11 Conduct SCI personnel, information, physical, and technical security in accordance with applicable guidance.

12 Provide continuing security education training and awareness (SETA) to all SCI-cleared and program-briefed individuals.

13 Instruct and assist personnel with SF86’s using Electronic Questionnaire for Investigations Processing (e-QIP).

14 Provide support during site assist visits (SAVs) conducted by the government.

15 Support staff travel and coordinate with client security personnel, as required.

16 Maintain continuing liaison, as required, with non-SCI security officials.

17 Perform other duties as assigned.

1 Education: Bachelor’s degree or equivalent experience.

2 Experience: Minimum of 7 years of related security experience in government and/or contractor SCIF. Experience in physical and facilities security program management to include accreditation policies and processes for SCIF

3 Skills: Ability to work as part of a team that can respond rapidly to the needs of staff and clients. Strong understanding and working knowledge of: Intelligence Community Directives (ICDs); Director Central Intelligence Directives (DCIDs); National Industrial Security Program Operating Manual (NISPOM); DOD personnel and information security regulations; In formation systems security program requirements; Joint Personnel Adjudication System (JPAS) and Scattered Castles databases; Accreditation policies and procedures for SCI facilities; Microsoft Office Word, PowerPoint, Outlook, and Excel; DSS/OPM/eQIP personnel security investigations processes. Effective written and oral communications skills to support interaction with all levels of personnel.. Must meet and maintain eligibility requirements for access to special security material. Ability to support staff SCI work with occasional extended workday or weekend hours.

4 Other: Must have active security clearance at TS/SCI level.
