The United States Strategic Command (USSTRATCOM) J2 Directorate maintains organic intelligence and counter intelligence capabilities to support these functions by maintaining awareness of specific threats and adversary capabilities and intent. Analysis and production results are captured in working aids, Indications and Warnings (I W) alerts, intelligence summaries and articles, senior USSTRATCOM staff briefings, and national level databases. This requirement is to support USSTRATCOM intelligence processes critical to near-term, mid-term, and far-term efforts for the Command, components, and other Department of Defense (DoD) organizations. We will provide advisory and assistance (A AS) tasks required to support the Government in creating, maintaining, and enhancing the ability to produce accurate and on-time current and long-term all-source intelligence to satisfy Indications and Warning (I W), Situational Awareness (SA), and Joint Intelligence Preparation of the Operational Environment (JIPOE) requirements levied by the USSTRATCOM planning and operations communities. We will advise and assist the Government on best practices for information sharing to support day-to-day operations, crises, and exercises with a focus on improving the USSTRATCOM J2 Microsoft SharePoint Portal. We will assist with improving the digital production business processes, automating the collection, organization, dissemination and archival of products within J2. The S4 team will serve as the J2 web/portal-master and assist other knowledge.

Job Duties: Support USSTRATCOM J2 with the following duties:
 Assist in the management of SCI indoctrinations and debriefings. The contractor shall ensure all personnel filling USSTRATCOM SCI positions receive SCI indoctrination. The contractor shall receive SCI nominations packages and ensure individuals meet security clearance eligibility requirements for access to SCI... 
 Provide specific guidance on requirements of DoD directed Non-Disclosure Statements (NDS) and Personal Attestations, ensure indoctrination oaths are signed immediately after the briefing and update local, service and DoD personnel security databases with NDS and indoctrination data.
 Ensure all USSTRATCOM personnel debrief from SCI access upon departure, reassignment or cancellation of need-to-know, advise individuals of their responsibility for continued protection of SCI information, ensure debrief oath is signed and provide indoctrination and debrief assistance to other SSOs or Contractor Special Security Offices (CSSOs) for personnel attached or deployed to USSTRATCOM as requested and forward documentation.
 Forward and receive certifications of personnel requiring SCI accesses at TDY locations while forwarding access certification for USSTRATCOM or other supported personnel who require SCI access at TDY locations worldwide. 
 Recommend those individuals for permanent access certifications for one to three years, as appropriate, verbally pass SCI access certification for short notice TDYs, receive SCI access certifications for visitors to USSTRATCOM and enter certifications in to local personnel security database.
 Assist with maintaining SCIF Card Access System controlling unescorted access to 31 SCIFs located at USSTRATCOM while granting unescorted access to SCIFs upon approval by appropriate government Special Security Representative (SSR). 
 Remove unescorted access to SCIFs when notified of suspension of SCI accesses, change in duties which no longer require unescorted access to a particular SCIF, upon permanent change of station, separation or retirement and provide a listing of personnel authorized unescorted entry to the SCIF upon request by the SSR.
 Assist with the SCI security file maintenance to ensure regulatory and legal compliance to include audits of existing files to validate correct information is input into appropriate local and national security databases.
 Receive electronic messages from the SSO Communications Center, via M3 and assist with other SCI personnel security duties as required; i.e., access/billet management, eligibility, personal data reporting, database management, industrial security, etc.

Requisite Personnel Qualifications:
 Critical thinking skills, both qualitatively and quantitatively
 Ability to prepare a well-grounded, defensible argument
 Ability to communicate effectively, both written and verbal
 Strong organizational skills and ability to multi-task
 Strong technical and analytical skills
 Ability to work independently and as part of a team
 Familiarity with USSTRATCOM organization desired
 Familiarity with Joint processes, operations, and commands.

 Possess mid-level expertise with a minimum of five years of demonstrated relevant experience and expertise with and/or education in the following.
 Possess experience with administering and assisting with the management of SCI indoctrinations and debriefings.
 Possess experience with providing guidance on requirements of DoD directed Non-Disclosure Statements and Personal Attestations.
 Demonstrate experience performing file maintenance to include audits of files for validation in local and national databases.
