ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following. The organization reserves the right to add to, delete, change or modify the essential duties and responsibilities at any time.

  • Administers Early Head Start (EHS), Head Start (HS), Preschool for All (PFA) and Prevention Initiative (PI) services; develops the organization’s capacity to administer these services, including Early Head Start / Head Start management systems and relationships in the south suburban community.
    • Hires and supervises the Early Learning staff.

    • Administers the budget and recommends budget changes as needed; works closely with the Finance Department; prepares funding requests and proposed work plans as required by the federal Office of Head Start and the Illinois State Board of Education.

    • Ensures that the program meets EHS/HS Performance Standards, PFA and PI standards, and is aligned with IAFC’s philosophy, mission & values.

    • Oversees continuous quality improvement (CQI) for the program including data collection, improvement planning, embedded CQI processes and professional development, monitoring and evaluation.

    • Manages frequent telephone and in-person contact with staff, parents, community leaders and service providers to exchange information, promote the values of the agency and advocate on behalf of program participants.

    • Represents the program in local, state, regional and national planning communities.

    • Establishes and maintains effective working relationships with the Board of Directors, Executive and Senior Management Teams, and collaborating programs in the community. Communicates effectively with all groups.

    • Maintains a productive relationship with the Policy Council, providing overall leadership.

  • Works with the South Suburban Community Systems team to develop a cross-sector quality improvement program involving schools, childcare centers and Head Start in the south suburbs and to develop “pipelines” with health and social service providers that increase the enrollment of children from Priority Populations in early learning programs.
  • Works with the Research Department and outside evaluators to structure evaluations of the organization’s early learning programs.
  • As a member of the Executive Team, Senior Management Team and other internal work groups, collaborates cross-functionally to ensure the integration of Early Learning work with other IAFC program, public policy, organization advancement, and support department work.
  • Execute our workplace core capabilities of: accountability, customer focus, continuous quality improvement (CQI), communication, competent people and clear priorities.
  • Background check Policy and Procedures: Ensures all prospective Early Learning top candidates are subject to a comprehensive background check and State fingerprinting criminal record check through vendor partner Accurate Biometrics, per the Early Learning Background Checks and Procedures policy.
  • Other Functions: The organization may assign other functions to the job at its discretion.

SUPERVISORY RESPONSIBILITIES: Responsible for managing a major segment of the organization. Provides vision, motivation & leadership to all EHS/HS/PFA/PI employees, families & volunteers. Hires and trains the EHS/HS/PFA/PI staff. Directly supervises the position of Director of Early Learning, Director of Early Learning Quality Improvement, and other content area positions and indirectly supervises all other EHS/HS/PFA/PI positions.




Salary Range: $128,000 - $143,000

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION and/or EXPERIENCE: Master’s degree in early childhood education or related field. At least 8 years experience at progressively higher levels of early childhood education and administration, including responsibility for large programs and multiple funding streams.
