Responsibilities OBXtek is staffing for a Somalia Military Assistance Coordinator (SMAC) for work to be performed as described in the duties listed below. Duties and Responsibilities: The SMAC shall report to the Political-Military Chief within the U.S. Mission to Somalia, and support the broader Somalia Security Sector Reform (SSR) team. The SMAC shall provide policy and programmatic recommendations to the U.S. Ambassador, the Deputy Chief of Mission and other senior State Department leadership on military sector reform issues. The SMAC shall monitor and provide informal and cable reporting on military sector issues including: the development and performance of the SNA and AMISOM forces noting critical shortfalls and deficiencies to the U.S. Mission in Somalia and the COR, and provide recommendations on how the U.S. Government can support and promote improved performance. The SMAC shall monitor and provide informal and cable reporting on military security sector issues including: the development and performance of the SNA and AMISOM forces; the performance of the UN Support Office for Somali, noting critical shortfalls and deficiencies to the U.S. Mission in Somalia and the COR, and provide recommendations on how the U.S. Government can support and promote improved performance. The SMAC shall work in close coordination with elements of the Government of Somalia, the UN, African Union, African Union Mission in Somalia (AMISOM), EU, and other international partners as necessary to further U.S. goals in military sector reform. The advisor shall establish productive working relationships and coordinate closely with Military Coordinate Cell colleagues based in Mogadishu. The SMAC shall assist efforts to coordinate third-party actors (including contractors, grantees, and international organizations) implementing USG SSR programs in Somalia. The Advisors shall notify the COR and U.S. Mission to Somalia in writing if they observe any instances of non-compliance by U.S. Government contractors or grantees. The SMAC will travel to regional and international locations, as directed by the U.S. Mission to Somalia and approved by the COR, to participate in meetings and conferences to coordinate Somalia military sector reform activities. The advisors shall provide written reporting to the U.S. Mission in Somalia regarding any meetings with external actors. The SMAC shall report weekly in writing on the progress of the implementation of military sector reform activities to the U.S. Mission in Somalia and to the COR. The contractor shall execute all other duties as assigned by the COR, if determined to be within scope by the Contracting Officer. Qualifications Must be US Citizen and be able to obtain and retain a US DoD TS/SCI Clearance. Work Location The primary place of performance is Mogadishu, Somalia, with travel to other parts of Somalia as required. The SMAC shall be based at Mogadishu International Airport. Some or all of the work will be conducted from an office in U.S. Government facilities within MIA. The SMAC will also be required to travel to international meetings and conferences, as directed by the U.S. Mission to Somalia. Qualifications: Minimum of two years of demonstrated prior, directly relevant e xperience with in U.S. or international organizations focused on stabilization efforts . Demonstrated prior military or civilian experience working in newly-liberated areas with international partners and local forces. Ability to s peak and write/read English. Experience as a senior advisor or management staff with in international organizations or partner militaries is highly preferred. Possess at least a Master ' s Degree in a directly relevant area , or a minimum of two years of work experience related to develop ment of stabilization polic ies . Computer literate No physical limitations preventing travel throughout region and Somalia.
