A prime contractor of more than 100 Federal projects and more than 20 Contract Vehicles, MicroTech offers access to 2,500 vendors and a million technology products and services across the Federal Government.   JOB TITLE:                Senior Network / Systems Engineer (OCONUS) REPORTS TO:          VP of Intel and Installation Solutions (IIS) LOCATION:                Bridgetown, Barbados, West Indies   THIS IS FOR A PROPOSAL   POSITION SUMMARY: Your support as a 1099 Consultant, employed by MicroTech, will enable this specific government division to monitor the installation, integration and implementation of automated systems at designated field office locations.   Background  The Bureau of International Narcotics and Law Enforcement Affairs (INL) is an instrumental leader in the development of policies and programs to combat international narcotics and crime. INL programs support two of the Department of States' strategic goals: (1) to reduce the entry of INL Bridgetown, Barbados Request for Quote Network Installation Services illegal drugs into the United States; and (2) to minimize the impact of international crime on the United States and its citizens. One of the many ways to effectively meet the listed goals is to partner with allied governments both directly and indirectly to promote the modernization of and support the enforcement operations of their foreign criminal justice systems and law enforcement agencies.   The objective of this project is to procure, deliver, install, and configure IT systems at the JRCC facilities in Bridgetown, Barbados. This equipment will be used to upgrade the existing JRCC infrastructure and provide a platform to host the ATS-G application.   INL is partnering with US Customs and Border Protection (CBP) and the Joint Regional Communication Center (JRCC) of Caribbean Community (CARICOM) Implementation Agency for Crime and Security (IMPACS) in Barbados to upgrade the Advanced Passenger Information System (APIS). APIS is an automated system established to provide data prior to the arrival and departure of an aircraft or vessel at each port of entry in participating Member States. It contains a complete list of persons (crew and passengers) on board including their biographic data and carrier information. CBP and JRCC personnel conduct targeting and analysis activities on APIS data from flights and vessels traveling within designated CARICOM member states, with plans to expand targeting activities to additional member states in the near future. CBP coordinates enforcement responses to these border security threats identified by APIS analysis with regional authorities and U.S. agencies.   Current State The volume of APIS data received by the JRCC currently exceeds the system’s capacity to forward to CBP CARICOM; with this volume expected to increase further with the APIS expansion to additional member states. The JRCC does not possess the technical capacity to accept this volume of data or forward this data to CBP. Upgrades are required in order to accommodate this increase. Additionally this will support the expansion of CARICOM APIS to begin receiving Maritime data to include passenger manifests from Cruise ships, Cargo ships and Private Yachts. This new infrastructure will allow CBP to deploy the Automated Targeting System – Global (ATS-G) application. ATS-G is a decision support tool that compares traveler, cargo, and conveyance information against law enforcement, intelligence, and other enforcement data using risk-based targeting scenarios and assessments.   PRINCIPLE DUTIES AND RESPONSIBILITIES: Operate as the Senior Network / Systems Engineer for this specific government project. Interface between JRCC / INL / CBP and installation team. Reviews requirements with JRCC / INL /CBP and aligns to solution deployment framework. Assists with and facilitate testing.       Job Requirements: QUALIFICATIONS/SKILLS & KNOWLEDGE REQUIREMENTS:  This person shall have the following minimum qualifications:   4-year college degree or equivalent experience relevant to IT infrastructure deployments. 8+ years of specialized Cisco networking experience. CCNA & CCNP certifications. Experience in deploying networking appliances in High Availability. Experience in planning and deploying Cisco ASA Firewall configurations. Oral and written English language proficiency.   Additional preferred qualifications include: CCIE certification. Experience reviewing and aligning requirements with technical solution and design. Experience as a team lead.
